Chinese President Xi Jinping will hold an informal meeting with Indian Prime Minister Narendra Modi on April 27-28 in Wuhan, capital of central China’s Hubei Province.

This “informal meeting” is the first bilateral one for Xi and Modi since the border standoff in , which a Chinese diplomat had called the “worst in 30 years.” Experts told Nikkei that “it is clear that the Chinese had put a great deal of thought into inviting Modi over on three visits in such a short period of time,” adding, “It is also unusual for Xi to welcome foreign dignitaries at provincial cities.”

Chinese President Xi Jinping promised on Tuesday to open the country’s economy further and lower import tariffs on products like cars, in his speech at the for Asia on Hainan Island. It is seen as an attempt to defuse an escalating trade dispute with the United States.

Trump struck a conciliatory tone in response to Xi’s speech, saying in a post on Twitter that he was “thankful” for the Chinese leader’s kind words on tariffs and access for U.S. automakers, as well as his “enlightenment” on the issue of intellectual property.

“We will make great progress together!” Trump tweeted.

["Made in China 2025"]

Behind the potential trade war, China's grand national plan, "Made in China 2025 ( )" may be the key sticking point of the conflict between and the . So what is MIC2025?

It is a state strategy launched by Premier Li Keqiang in 2015, also known as "the Chinese version of the Fourth Industrial Revolution," which aims to comprehensively upgrade the Chinese industry, including the substitution of foreign technology with innovation developed on the mainland. Aside from industrial modernisation, the plan also calls for Chinese companies to control 70 percent of the domestic market in such key sectors by the year 2025.

This raises concerns in the US, as the U.S. Trade Representative's Office specifically points to the MIC plan which, it says, "discriminates against U.S. companies and threatens U.S. trade," when it laid out the case for tariffs. The US also fears that China will obtain its advanced technology by coercing them from US firms operating in the Chinese market.

[A Tit for Tat on Trade]

On Wednesday, China sharply upped the ante in the trade conflict with President Trump by unveiling new on US goods worth about $50 billion. Yesterday, Trump appeared to threaten an additional $100 billion in tariffs, beyond the $50 billion the has already announced.

Leverage: When it comes to a US-China trade fight, President Trump is right that China is more vulnerable than the US. But President Xi is right that Trump is more vulnerable than Xi, because China’s government can help struggling Chinese industries in ways the US can’t, by directing banks to loan money to targeted companies and industries or spreading losses among state-owned companies, for example, and because Xi doesn’t have to worry about swing states and electoral votes. Among the US products China has so far targeted for sanctions are soybeans, orange juice, and pork. Xi knows that Trump can’t win re-election without winning the states that produce large volumes of these commodities (see graphic below).

Changing China: China’s vulnerability on trade is not what it was. In 2006, Chinese trade amounted to 65.2 percent of GDP. In 2016, that number had fallen to just 37 percent. That’s still higher than the US (27 percent), but China now has less reason to shy away from a trade fight if its government feels it must persuade Trump that trade wars aren’t “easy to win.”

A hopeful sign: Neither side’s tariffs take immediate effect. The US proposal allows for a 60-day period for public feedback. Chinese officials say the timing of China’s trade actions depends on the outcome of negotiations between the two countries.

The bottom line: There’s a serious risk of escalation here, but we should think of this week’s announcements, from both sides, as threats rather than plans. Let the bargaining begin.

The Chinese government said that on about $3 billion worth of US imports are going into effect Monday, hitting 128 products ranging from pork, meat and fruit to steel pipes.

It's the latest move in escalating tensions between the world's two largest economies, which some experts fear could turn into a trade war.
