Eight Cordillera-Based Contractors Facing DTI Complaints in Philippine Flood Control Projects Scandal
The Department of Trade and Industry (DTI) has filed formal complaints against eight construction companies implicated in irregularities in flood control projects across the Philippines. These companies are among the top contractors that secured significant portions of the ₱545-billion flood control contracts over the past three years. They are accused of using substandard materials, overpricing, and executing “ghost projects” that exist only on paper.

8. Hi-Tone Construction and Development Corporation
These companies are currently under investigation for their alleged involvement in irregularities related to flood control projects. The DTI’s complaints aim to suspend their licenses and impose preventive sanctions while the investigations continue.
Context of Investigations
The DTI’s actions follow disclosures by President Ferdinand Marcos Jr., revealing that a small group of contractors had cornered a large portion of flood control contracts. Subsequent investigations by executive and legislative branches uncovered widespread corruption, including alleged bribery involving some government officials. Measures have been implemented to address these anomalies, including project suspensions and public reporting mechanisms.
