Morocco became the 60th country to ratify the High Seas Treaty in September 2025, the threshold needed to trigger it becoming binding international law. It officially entered into force on January 17, 2026.
The agreement now protects marine biodiversity across nearly two-thirds of the world's oceans, areas that were previously governed by almost no rules at all.
