This is something I was not aware of until just now!

Torpenhow Hill is situated in Cumbria. For those unaware, Cumbria was once a part of Yr Hen Ogledd - the "Old North", which also included present-day Strathclyde.

The people of Yr Hen Ogledd spoke the Brythonic language "Cumbric", a sister language (and some argue a dialect) of Old Welsh. So it would not be surprising that a hill in Cumbria was originally named "pen" (which also means "head").
