Dotted patterns couldn't become popular in any forms for centuries because of negative associations with the plague.
Just in the mid-19th century polka music and dance craze swept through Europe and America. At the same time machines that can make print with equally sized and evenly distributed filled circles were developed and this pattern, named by extremely popular dance of that time, started it's journey through wardrobes. Decade by decade, fashion embraced polka dots in many forms such as clothing, home facilities, art, popular culture. Remember iconic Disney character Minnie Mouse first seen in 1920? She wore dotted print! And, of course polka dot pattern absolutely boomed popularity in the 50's, thanks to Cristian Dior.
Today it's classic pattern, always popular, always fashionable, not a subject to trends. According to styling it can look flirty, childish, playful or even formal. Some cultures believe polka dot can bring good luck!
