Shan State borders Thailand and in the past, Shan State was ruled by a prince. However, after Shan State joined with Burma to request independence from Britain and later the Union of Myanmar, an independent state, the Panglong Agreement stated that after 10 years, the groups that signed the Panglong Agreement could separate and gain independence. Unfortunately, Burma ultimately betrayed them and tore up the Panglong Agreement, seizing all administrative power, and the state has been under the rule of the Burmese military up to the present day.
ประเทศรัฐฉานมีชายแดนติดประเทศไทย และในอดีตรัฐฉานมีเจ้าฟ้าปกครองเมืองมาก่อน แต่หลังจากรัฐฉานได้ร่วมกับพม่าขอเอกราชจากอังกฤษ และ ต่อมา สหภาพเมียนมาร์ ได้รับเอกราช ในข้อ สัญญาปางโหลง เขียนใว้ว่า หลังจาก 10 ปีให้กลุ่มที่ลงนามสัญญาปางโหลง สามารถแยกออกได้เป็นอิสระภาพได้ แต่หน้าเสียดายสุดท้ายพม่าหักหลังฉีกสัญญาปางโหลงทิ้ง ยึดอำนาจการปกครองทั้งหมด ตกอยู่ภายใต้การปกครองกองทัพทหารพม่า จนถึงปัจจุบัน
