His statement is probably 100% true in what he felt. If the air temperature is -60° f and the water temperature below the ice is 33° f, then the difference in those two temperatures is approximately 90° f. The water would most certainly feel warmer than the air.
They should have covered him up completely as soon as he got out of the water though. As you can see in the video, the water on his skin begins to freeze almost immediately, which could be the most dangerous part of this whole fiasco đ€Ł.
At World's Toughest Mudder in Atlanta in 2018, I distinctly remember wanting to stay in the water because the water temperature was around 50° while the air temperature was in the mid-thirties. I was actually dunking my hands in the water to warm them up. Amazing what you can get used to đ
