Designated on May 11, 1976, the Strand Historic District National Historic Landmark recognizes the area’s architectural and commercial significance to the Port of Galveston during the second half of the nineteenth century.

Located within the NHL district is the former site of the Osterman Building, where an official Texas Historical Marker dedicated in 2014 honors the celebration Juneteenth. The location was the former headquarters site of the Commanding Officer of the District of Texas, General Gordon Granger. Following the end of the Civil War, on June 19, 1865, General Granger issued a proclamation, General Order No. 3, abolishing slavery in Texas and affirming Lincoln’s Emancipation Proclamation of more than two years earlier. The order read, in part: “The people are informed that, in accordance with a proclamation from the Executive of the United States, all slaves are free. This involves an absolute equality of personal rights and rights of property, between former masters and slaves, and the connection heretofore existing between them, becomes that between employer and hired labor.”

Printed copies of General Order No. 3 followed, and news quickly spread among the state’s Black population. Beginning in 1866, Black communities have annually commemorated the day, now known as Juneteenth, in celebration. 📷: ALiverman/NPS
