Answering Laura Miti's boot-licking Antics

Civil Society activist Laura Miti has stirred up a hornets' nest by her irrational claims that President Hichilema has not had a personal financial scandal in 3 years.
President Hichilema's proximity to the recent large-scale scandals and acts of corruption.

Infact Socialist Party President, Fred M’membe has stated that Hichilema's sophisticated acts of corruption and plunder of national reaources "makes the Patriotic Front" look like "pick-pocketers".

There are times I think that Laura Miti's personal quest to ensure that President Hichilema succeeds, blinds her so much that she embarrasses herself with her rattling and empty praises and noises in favour of Hichilema.

Let's tabulate President Hichilema's financial scandals, which I bet will one day be investigated;

1. $50million- fresh in State House in 2021, President Hichilema perpetrated this fraudulent procurement involving fertiliser worth $50million. This was a contract single-sourced and awarded to his long-time friend, Maurice Jangulo and tje company Alpha Commodities.

2. US$40 million Environmental Protection Fun. This fund has always been managed by the Ministry of Mines, but a fund manager was sourced and awarded to African Life Financial Services Limited, a company belonging to President Hichilema until 2019. His long-time business partners; Munakupya Hantuba and Valentine Chitalu remain shareholders.

3. $2.5billion at Kansanshi Copper and Gold Mine and the irregular incentives given to First Quantum Minerals(FQM). The Guardian Newspaper of UK exposed FQM's financial and technical support given to UPND in elections. Following a high-level security meeting hosted by President Hichilema in May 2022 with delegates to the African Security Dialogue hosted by Brenthurst Foundation held at Royal Zambezi Lodge, the meeting birthed the USA Africom Security Office in Zambia and incentives to FQM. Re: Complaint and request for fresh nominations in Gwembe District, Chisanga Ward and Kabompo district, Chikenge ward.

The above matter refers.

I wish to inform you that our Party actively participated in the up-coming by-elections, whose nominations were held yesterday, the 11th April, 2024. However, we experienced serious corruption, intimidation and violence including abductions against our candidates and Party officials from the United Party for National Development (UPND) in all the 9 wards.

The party therefore, wishes to bring to your attention the following selected key violations orchestrated by the UPND:

1.Our candidate for Luangwa District’s Kaunga ward, Maneya Mwale, who is only 22 years old was physically abused, Intimidated, kidnapped and had a gun pointed at her with threats of death being made by known UPND officials. These are Mr. Obvious Summerton Mwaliteta - UPND Lusaka Province Chairperson, Anderson Banda -UPND Lusaka Youth Chairperson, Kelly - UPND Luangwa District Youth Chairperson, Eddy, Cloud Tembo and Junior Zulu - UNPD members from Feira, Timothy Tembo - the younger brother to the UPND candidate in Kaunga ward.

2.Also, in Chisanga Ward of Gwembe District. At around 16:00 hours on Wednesday 10h April 2024, a day before nominations, known UPND members, without warning and provocation, attacked our campaign team and candidate at Pailoti village. This is where our team had camped. The attackers managed to get hold of the documents that had been prepared for nomination and destroyed them. Several people were injured. Others ran away and hid in the bush till the morning of Thursday 11th April. The UPND attackers mounted roadblocks on key road crossings - threatening to kill any of our members that they would get hold of. The UPND provincial youth chairperson for Southern Province, alias Kasenya, was amongst those that attacked our team

PRESIDENT HICHILEMA PUSHING CONSTITUTIONAL AMENDMENTS THAT MAY REQUIRE CLOSE SCRUTINY BY STAKEHOLDERS

● amend 50%+1 to revert to First Past the Post electoral system.

● increase presidential terms from five to seven-year term.

● Removal of Running Mate clause and revert to appointed Vice-President.

Minister of Justice, Hon. Mulambe Haimbe announced in September 2023 that Government had embarked on the process to amend the Republican Constitution.

He stated that the process will be phased.

He stated that under;

1. the first phase- Government would attend to what he termed as "non-contentious" issues,
2. the second phase- would involve the holding of a referendum on the Bill of Rights.

3.the third phase would involve the Government undertaking a holistic review of the Constitution.

The rationale behind this approach has not been explained or justified.

NATIONAL ASSEMBLY

On 14th September,2023 the National Assembly wrote to the Patriotic Front Members of Parliament and others inviting them to make their submissions on the proposed amendments to the Constitution.

"I am directed to bring to your attention
a resolution of the Standing Orders Committee for the political leadership in
the House to submit to the Office of the Clerk a consolidated list of non-contentious proposed amendments to the Constitution, for further processing", read the letter from the Ckerk of the National Assembly.

This is extremely strange especially that the National Assembly is at the tale-end of the process and whose duty comes in to finally enact the Constitution after the people have given their views.

UPND SUBMISSIONS

As a ruling party, the UPND is keen to make submissions that promote their interests and that of President Hakainde Hichilema.

So far we have established that the Party is pushing the following clauses;
