In 2023, the Texas Legislature unanimously passed a law raising auto insurance costs for Texans by $1 to combat rampant catalytic converter theft.

Three years later, a little-known state agency has devoted at least $30 million of that fee toward supercharging the state’s Flock surveillance network, placing cameras along highways and streets from El Paso to the Louisiana border.

The Motor Vehicle Crime Prevention Authority, led by a board mostly appointed by Gov. Greg Abbott, has turned the $1 fee hike into at least 3,200 Flock cameras.

Anders Behring Breivik—the far-right terrorist and mass murderer who is surely the most reviled man in Norway—lives in a two-story suite with a kitchen where he can cook his own meals, a pleasant outdoor yard, and a TV room with armchairs, an Xbox, and scenic photos on the walls. The contents of the rooms, however, are carefully chosen. Appearances to the contrary, this is a supermaximum-security unit, which has been purpose-built for Breivik by the Kriminalomsorgen—the Norwegian Correctional Service—at its Ringerike Prison.

On July 22, 2011—15 years ago today—Breivik shot to death 69 people, including 33 children, at a Labour Party summer camp, after killing eight others with a bomb blast in Oslo. To this day, Breivik maintains his virulently anti-immigrant, anti-Muslim, white supremacist beliefs, and desires to spread his message of hate to the world. For this reason, his communicating with both other incarcerated people and the outside world is almost entirely prohibited. But throughout his imprisonment, Norway has gone to great lengths to mitigate the harmful impact of Breivik’s isolation. Why? And what can the US learn from the Norwegian model? In 2024, the reporter Maurice Chammah received an email from a defense lawyer whose client, David Wood, was on death row in Texas. Wood had been there for more than 30 years, convicted of a series of murders in El Paso.

The lawyer was writing because Wood had lost all of his appeals and was set to be executed. The lawyer’s plan to stop the ex*****on was to try to prove that his client, one of Texas’ most notorious serial killers, was actually innocent.

The lawyer had uncovered some promising leads, and there was a compelling case to make, but there was also very little time.
